The City is implementing a transit-first approach to mobility during the FIFA World Cup 2026™ Toronto. During this time, public transit, walking and cycling are the best ways to travel. Vehicle traffic will be significantly limited, especially on Toronto match days.

Residents and business owners should expect higher than normal pedestrian volumes throughout the neighbourhood.

Local Access passes are being implemented to assist residents, employers and employees who live and work in Fort York and Liberty Village move around with minimal impact and ensure continuity of service.

Local Access restrictions apply to:

  • Liberty Village: Toronto Match Days only starting 5 hours before kick-off to 3 hours after the match ends.
  • Fort York: duration of the Tournament and FIFA Fan Festival. Timing is focused on one hour prior to gates open through to one hour after gates close on each Fan Festival operational date.
    • This is necessary due to the overall FIFA Fan Festival Toronto schedule as well as from a safety and security perspective due to equipment in the area.

The use of the passes and Local Access signage, along with Toronto Police monitoring and enforcement, will limit vehicle traffic using the neighbourhoods as pass-through or parking opportunities.

How to Get a Local Access Pass

Distribution of passes is scheduled for the first week of June.

  • Resident passes will be distributed through Condo/Property Management
  • Business passes will be distributed through the BIAs

From June 7 to July 24, TTC service along key streetcar, bus and subway routes as well as in the Fort York and Liberty Village area will change to help move the large crowds safely and quickly, especially on Toronto’s six match days.

This means you’ll have shorter wait times and more capacity on key routes serving your neighbourhood.

On Toronto’s six match days, temporary changes near Exhibition Place will be in place for the 509 Harbourfront and 511 Bathurst streetcars. On non-match days, service continues as usual.

After each of Toronto’s matches, to help crowds move safely, some stops will be skipped:

  • Eastbound 509 Harbourfront streetcar will not stop between Fleet St hub and Bathurst / Queens Quay.
  • Northbound 511 Bathurst streetcar will not stop between Fleet St hub and King St W.

Specific Service Highlights

511 Bathurst Streetcar

Runs every 5 minutes from June 7 to July 24. Overnight service during this time will be by streetcar as well. Route concludes at the new Fleet Street hub (Fleet St and Strachan Ave) on Toronto’s six match days only. Customers who require accessible assistance can continue their journey to their final destination of either Manitoba, Strachan or Ex Loop.

509 Harbourfront Streetcar

Runs every 5 minutes from June 7 to July 24. Overnight service being added to the route with service frequency at every 20 minutes from June 7 to July 12. Route concludes at the new Fleet Street hub (Fleet St and Strachan Ave) on Toronto’s six match days only. Customers who require accessible assistance can continue their journey to their final destination of either Manitoba, Strachan or Ex Loop.

510 Spadina Streetcar

Route will turn back at Spadina & Queens Quay. It will not travel to Union Station during the tournament. Anyone looking to continue along to Union Station will need to transfer to the 509 Harbourfront Streetcar at Queens Quay.

504 King Street Streetcar

Runs every 5 minutes from June 7 to July 24.

63 Ossington Bus

Service will run as usual most of the time during the tournament, including on Toronto match days. A short detour may be needed if Strachan Ave is temporarily closed after one of Toronto’s matches due to number of people in the area. Should this occur, the bus will diver via King St W to Jefferson Ae to Liberty St and then Atlantic Ave. Service will return to normal one the road reopens.

829 Dufferin

New shuttle service direct from Dufferin Station to Dufferin Gates and back on Toronto match days. The 29 Dufferin and 929 Dufferin Express will continue to operate as normal.

Wheel-Trans

Wheel-Trans service remains available to residents who need it. Prebooking trips is highly encouraged.

Applying for Wheel-Trans can be done in several ways:

  • Online: Complete the application through the Wheel-Trans Self-Serve Portal. A step-by-step video guide is available on the page.
  • Download and submit an application form: After downloading the form from the Self-Serve Portal, customers can submit it by:
    • Email: wteligibility@ttc.ca
    • Fax: 416-338-0126
    • Mail: Wheel-Trans, 580 Commissioners Street, Toronto, ON M4M 1A7
  • Request a physical copy: A printed application form can be requested by contacting Wheel-Trans Customer Service at 416-393-4111 or WTCS@ttc.ca then fill it out and submit by email, fax or mail as above if the form were downloaded.

GO transit will increase service and add staff to help move crowds, especially on the six Toronto match days.

Lakeshore West and East Lines

Trains to run more frequently, every 15 minutes most of the day starting on June 10. There will also be up to six trains per hour during peak Toronto match times. This provides more options and shorter wait times across the GO network.

Exhibition GO Station

On Toronto match days, the station will be open only to GO customers. No pass-through access inside the station. Pedestrians should plan ahead if they normally cut through this area. This is necessary to manage crowding and keep people moving safely during high-demand periods.

More Staff on Site

Extra staff and volunteers will be available at Exhibition and Union stations. They will help with directions, platform information and managing crowds safely.

Designated Pick-up & Drop Off Locations

There are four ride-share and taxi drop-off and pick-up locations near FIFA Fan Festival™ & Toronto Stadium.

Drop-off

For residents, employers and employees, you can be dropped off closer to your destination, including residential addresses.

Pick-up

Pick-up, unless for accessibility purposes, must happen at designated zones only. Rideshare apps will direct you to these locations as geofencing is in effect.

This applies on all Toronto match days starting five hours before kickoff up to three hours after the game ends.

On FIFA Fan Festival days, these restrictions apply daily only in the Fort York area starting one hour before gates open to one hour after gates close.

Bike Share Toronto will offer Bike Valet services from June 10 to July 19 at the following stations:

  • Toronto Inukshuk Park (all event days)
  • Ordnance Park (Toronto match days only)
  • Hanna Green P (Toronto match days only)
  • St Andrew Subway Station (Toronto match days only – subject to confirmation)
  • Fort York Blvd station is being temporarily relocated to Iannuzzi Street.

The City is also offering personal bike valet service at Toronto Inukshuk Park throughout the duration of the tournament.

Congestion is expected to be the busiest on Toronto match days between 3 p.m. and 7 p.m.

Throughout the tournament, the following services will be completed by City staff for City controlled areas:

  • Manual Cleaning (Bag & Broom): Sidewalks, laneways, and public spaces cleaned seven days per week, up to 16 hours per day to maintain continuous surface cleanliness.​
  • Mechanical Cleaning (Litter Vacuums): Debris removal along priority corridors, operating daily beginning at 4 a.m.​
  • Fly Operations: Mobile response teams addressing litter hotspots, illegal dumping, and service requests, operating seven days per week up to 16 hours per day, increasing to 24-hour coverage on match days.​
  • Street Litter Bin Servicing: Servicing of street litter bins within the FIFA footprint with increased collection frequency, operating seven days per week with extended coverage up to 20 hours per day.​
  • Park Bin Servicing: Servicing of waste and recycling bins within priority parks, with increased frequency and supplemental coverage on match days.

The City of Toronto is not responsible for clean-up of private property locations.

311 is available 24 hours a day, 7 days a week. Requests from the Fort York, Liberty Village and Spadina areas will be prioritized. Extra staff are scheduled to respond quickly.

Fleet Street Hub Construction

Fleet Street, between Fort York Boulevard and Strachan Avenue, will be closed from Monday, May 18 to the end of July to facilitate the construction and operation of temporary transit infrastructure improvements.

The Fleet Street transit hub will run from Strachan Avenue to Fort York Boulevard and included dedicated queuing and boarding areas to help manage crowds. This is part of ongoing work by the City and TTC to improve transit capacity, accessibility and safety, and plays a key role in moving large numbers of people during the FIFA World Cup 2026™.
